This French Man is an unnamed character in the Freeform series, Pretty Little Liars. He is seen in "Til Death Do Us Part" as the cop who Mona calls to arrest Alex Drake. In that same episode we discover that he is Mona's boyfriend and not a real cop. He is portrayed by James Claude Bristow.

When the Liars arrive at the place where Spencer and Ezra are kidnapped, Mona calls this man, who pretending to be a police officer arrests Alex Drake.
In France, the man visits Mona's shop and brings her food for dinner. Mona greets him with a kiss and he asks if she is coming for dinner, she tells him that it won't be long and they say goodbye to her.
